Vegas does not, but there is a program called Virtualdub that has a plug in that might help.

I think it's called "Deshaker" if you do a search.

I use Prodad's Mercalli, but it costs $$.

What, nobody's going to mention the Masochist's Method? Pan and Crop, baby! Set a keyframe at the point where the frame is off the most and correct it. Repeat as needed.

Depending on just how much shakiness there is, of course. ;)

For what it's worth Cyberlink PowerDirector has a decent de-shaker.
