You could do it in Blender with the star sky setting. Then use Vegas to do your twinkling, etc..

Media Generators - Noise Texture - Starry Sky.
Add the single dominant star (Wingdings has a few to choose from) on a new upper track.
Play with both tracks using Pan/Crop until you get what you want.

particleIllusion's main page leads you to believe it only works with AfterEffects which is not true (I wish they'd change that). It is a standalone program as well - I use it with Vegas all the time and I don't have AfterEffects.

particleIllusion is a fantastic program.

P.S. They were bought by GenArts but wondertouch is still running things.

Particle Illusion has about 3,500 emitters which can be customized in so many ways. It's really a great app.

I see there's no free February emitter library this month. Someone on their forum asked if there's a library this month and Allen replied "Yes"

You can also use glint fx which has a mask option with mask size with soft and x y parameters
on your starry image get the glint on the star set size create a key ,next key softness param disappears , set a new x y key on new star, softness param appears key, disappears key, next star etc
