Sound Forge Pro, depending on the version, can use 5.1 plugins.
You could do the work there.
Of course, you won't be "converting" to surround.
You will be "simulating" surround.

I see. I was hoping there's another solution in Vegas. Yes more like spreading or simulating.

Your 5.1 plugins should work in Sound Forge Pro.

However it's entirely possible to make a freak'n mess of things, especially when it comes to the inevitable down-mix when a multi-track PB is not an option. Once it leaves the realm of your control/playback system, sh__ happens. Stereo or mono is more reliable/safer.

Forge cannot do this. The UM plugin expects to take a stereo source, and output a surround channel count. We don't support this. This type would also not work on the master bus in Vegas, because a surround master bus has 6 channels.

It would require a stereo bus that this plugin is connected to, that is then routed 1:1 to the surround master. Put another way, a plugin like this would have to replace the panner we currently have for a stereo source routed to a surround master bus. (Or a track)

Just not something we support.
