Do a search, you'll find several posts.
1. Use Force Resample, even though the image is likely being resampled.
2. Use Reduce Interlace Flicker, this often helps a lot.
3. You might try tossing on .001/.002 of Gaussian Blur
4. Be sure you aren't using extremely high resolution images, these don't downscale to DV very well.

I ran into this problem on a project where part of the DVD was a slideshow. Encoding the slideshow section as progressive (with the movie sections encoded as interlaced) solved it.

The project I just completed had a number of high resolution images (from a 6 - 8 mega pixel camera). Applying .001 gausian blur cleaned up most of the problems.
