I didn't experience this exact issue when I first installed, but I did experience an issue where if I clicked on the "FX" button, the plug-ins dialog that came up showed nothing, with some garbled characters in drop downs on the dialog. Also, my preferences would not save.

I emailed Sony Support on this, and they recommended uninstalling, removing install directories, then create a completely new Administrator Windows user account and reinstall from that account. I thought this was odd, being that the user account I had installed from was an Admin account, but I did what they said. It resolved all problems.

So the long and short of it, you may want to try creating a completely new Admin account and install using that account; it may resolve the issues. If not, email Sony!
