Does anyone have a firm answer for this question? Does a 300 DPI image result in a better quality thatn a 72 DPI image once brought into Vegas, and put to a DVD in a photo video?

It completely depends upon the size of the original photo.
DV AVI NTSC resolution is 720 x 480.
If you scan a 1" x 2" photo at 72DPI, then your photo will be 72 x 144 in resolution. As you see, much smaller than TV so it will look really bad when used in video. If you scan it at 300DPI, it would be 300 x 600, still lower resolution than video.
On the other hand, if your photo is 8 x 10 and you scan it at 72 DPI, then you will have a 576 x 720 resolution. this would be fine at TV resolution.
Once you get it to a TV signal, then DPI does not matter. Only the total resolution.
