Stills resolution (pan/crop needs)

I'm doing a home video based mainly upon stills.
I wish to add life to the stills by panning/cropping them.

I thought of scanning the pictures in high resolution (300dpi), then resmapling with a photo editor to double frame size - 1574x1152 (which is double PAL stills 787X576) and 72dpi. This gives me a large enough photo to zoom in and stay good on the resolutoin.

Is this the best approach?
Am I correct with 72dpi for PAL video?

First of all, there is no such thing as "dpi" in video. The concept is meaningless, so get it out of your mind.

What size are the photos you are scanning? If you scan a 4x6" print at 300dpi, you'll get a 1200x1800 image. This will allow you to zoom in about 2x and still have full resolution. If you want to zoom in more, scan at a higher resolution. Scanning a 4x6" print at 600dpi will let you zoom in more than 4x. Scanning a 4x6" print at 1200dpi will let you zoom in almost 9x.

Don't bother resampling to a larger size in a photo editor. This will gain you nothing but some additional fuzziness. You can't add more detail or resolution this way. You have to scan at a higher resolution to begin with.

I know that dpi is meaningless in video. Nevertheless, the scanned photo (4'x6') is scanned at a certain dpi. Should I just ingore this issue - i.e. assuming only x2 zoom, scan the 4x6 at 300dpi, then import to VV3?

Pretty much, yes.

Decide what maximum zoom you want, multiply that by the PAL frame size, divide that by the dimensions of your photograph, and that will tell you what resolution you need to scan with.

I received a sports CD with high resolution photos already scanned. How can I use these photos in Vegas Video to best advantage using event pan/crop

They are jpgs, are they not? Just import them to Vegas and use them. If they are in some funny format you may want to convert to png or jpg.
