Setting the end action of one clip to the start of another does not join them. They will play consecutively, but depending on the player, there may be a slight pause between them.

The answer to your question is "no". You will have to use some other utility to stitch them together first.

You may be lucky enough to get Vegas to smart render them together, but more likely you will need something like VideoReDo.
