stop-action effect

Forgive me if this isn't the correct name, but I need an effect that I think is called "stop-action". Can I do this in VMS Platinum?

I want the video to jump from (roughly) frame to frame, yet be somewhat smooth. Not sure if VMS can do this or I need a plug-in.

Right click on video event. Select properties, video event, undersample rate and enter value you wish to use. "Enter a value in the box to simulate a lower frame rate. For example, if you enter 0.5 in the box, the event will play at half its original frame rate, and each frame will be held twice as long as in the original media file, creating a strobe effect."
