you can accomplish this several ways:
1. Using Velocity filter, right click the video clip/event and insert velocity filter, set it to 0 where you want the freeze to occur.

2. Use a still. Set the Preview Window to Best/Full, and click the snapshot button in the preview window. Put the still where you want the freeze to occur. (Be sure to restore your Preview window to Preview/Full when finished)

3. If the frame occurs at the end of the video event, simply right click and turn off looping. This will cause the last frame of the event to be a still.

There are also several scripts that can do this, Ultimate S being one of them, or some freebies on the VASST site.
