Strange high-pitched sound when using MPEG2 AUDIO

I inserted a WAVE file into my vegas video project, with NO video. Just AUDIO.
Then I used the DVD-NTSC preset, and unchecked "Video stream"

I made sure that under Audio, it was 16-bit 44.1KHz sampling rate, and left everything the same. After I rendered, I opened the MPEG in Sound Forge, and I hear a high-pitched backgound noise. Sonic Foundry, what are you guys doing?

I tried to repro (Vegas 3 and Forge 5) but I do not hear any high pitched whine. If you send a small snippet of the bad file to sonicepm@sonicfoundry.com, I will take a look.
