Streaching a video with still frames

I have a 30 second avi. How do "split" the video so that I have a 5 second portion and a 25 second portion. I then want to repeat the last frame in the 5 second portion for 20 seconds, then resume with the right side of the split. I know how to split the video, but how do I stretch the left side of the spilt? If I simply drag it, I get more of the video instead of a repeating last frame.

split off the frame you want to hold into a i frame event, then add an event velocity envelope for that one frame event and set it to "0". Drag the right edge out as far as you want- it'll be that frame only looping continuously.
