Hi Al:

Haven't tried this yet, so do not know if it will work or not, but here goes.

1) Put your original video clip on the bottom video track.
2) Zoom in on the timeline so you are down to the actual individual frame.
3) On one of the video tracks above, add a solid black box equal to 1 video frame in length.
4) Copy and paste the solid black frame along the same video track as often as needed to obtain the strobe effect you are looking for. You paste every other frame which would give you 15 strobes a second (for NTSC). Leaving two frames in between each black frame would give you 10 strobes a second.
6) Once you got a second's worth of black frames, you could select all of them together and then copy and paste a seconds worth at a time to help speed things up.
