Stutter only appears in mpeg-2

I made a new intro for an MS project and loaded it and the project AVI into Pinnacle Studio to combine and save to my camera. I did this because I was running out of room on my second drive, and Pinnacle does not require saving to hard drive when you print to tape. The two AVIs made in MS look fine. The AVIs combined in Pinnacle and saved to tape look fine. The AVI captured back from the tape looks fine. But the mpeg2 from Ulead Movie Factory has about ten seconds of stutter during a still zoom. I tried it three times. An earlier mpeg2 of the same project had no stutter (but the intro needed work). I have enough room on my main drive to render the project using MS. Is that the best solution? I've never had this happen, has anyone else?

I saved the intro with MS, and kept Pinnacle out of the picture. The intro still stutters when Ulead Movie Factory 2 converts it to mpeg2. I'm zooming into a ten meg scan of a map. If I saved it as a smaller jpeg, might that help? I could go to 5 or 6 meg and still get enough detail. Below three meg is no good, I tried that early in the project (oh so many months ago).
