Subtitles Needed for Handicapped Accessibility

I have SMI files with captions, that are used with MS Media Player to comply with Section 508 accessibility laws. The Federal Government is not supposed to procure multi-media products that do not comply with this law, nor are we supposed to make DVDs without subtitles.

It would be great if the timed SMI files that we already make would somehow import into DVD Architect. Even better if multiple language subtitling was supported.

Answering my own question but here goes. Title Factory is supposed to be able to import text files in various formats and save them as .sst files, which can then be used by DVD apps that support subtitles. Reel DVD is an example of a product which should be able to take the .sst file and run it as a subtitle stream.
