Suggestions for set up

My school is looking at Vegas Video 4.0 for our Media Services Dept., to help us produce instructional media. We currently use Dell PCs pretty exclusively. I'd like to tap this forum's experience for recommendations, to create a good, fast, solid platform on a Dell PC, to run Vegas 4.0. Total budget $5000.
Since I'm going to have to learn Vegas as well, any input on instructional material available is welcome as well. All input appreciated. Tell me what I need. Dmorell@vinu.edu

Hey Dmorell,

What kind of training materials are you going to be making (talking head videos, interviews, live discussions, classroom trainings, etc)? Do you have a room where you will install a permanent "studio", or will you be going on location to acquire your footage? Also, what equipment do you already have?
