depends on how sophisticated you want them to be

i do mine in ps, though any ps look a like will do. eg, paintshop pro, gimp (free), etc.,

a friend of mine swears by publisher (i understand the 'swears' but not the bym rather at...)

i have a client who uses inkscape and gimp to produce quite amazing covers that look every bit as professional as though produced by top designers in ps / illustrator.

i tried gimp, but didn't like the interface (after starting with ps 2). however, i read there's a new gui that mimics ps.....

I quite like Acoustica CD/DVD label maker (www.acoustica.com/cd-label-maker) I colour laser print the inserts, booklet, back labels etc, and use a Canon inkjet to do the discs using Taiyo yuden watershield discs. Very professional job.

For DVD case labels I use Photoshop and a preset size to create the front/back/spine of my DVD covers seperately then place them in another preset full cover blank image. I then use the free version of COVERxp to print. Using templates, this program resizes my image to fit the DVD cover (using my printer A4 paper template).

For DVD and CD labels, I use the free Avery Design Pro for PC software.

For the DVD/CD labels, I use Nero to print onto printable DVD's.

If you're just talking about the DVD case labels, I use Photoshop to edit the design, pull the finished images into MS Publisher (it's just so easy to manipulate images/text around in Publisher), then save as a pdf file. I email that over to Kinko's, tell them how many copies I want, and pick them up a few days later at my convenience. I was printing them out via inkjet, and they came out quite well. But there's a very noticeable difference to have it printed out on their professional printers. The price is only about 0.50/sheet, which I just slide that small amount into the overall cost of the project, and it's just one of those things that when customers see it, it looks that much more professional.

Incredibly, this has been a market demand no one has apparently had the business sense to meet. I do mine with Microsoft Picture It! Publishing. Not that straight forward and certainly doesn't meet your (and other's) needs.
