Provided the MPEG is fairly clean, Vegas 3 (and 4) will let you put it on the timeline. Don't expect 1280x720 to be very snappy, though, that's nearly 3 times the number of pixels of DV. Also, Vegas won't render to 1280x720, though, it's larger than the max. render resolution.
