Surround Encoding Bit in AC-3

If I'm using AC-3 audio in stereo mode, should I set the Surround encoding bit, or not, or leave it alone? I THINK I noticed that when setting it, most of my audio was coming out of the front center speaker, whereas with it not set, most of the audio seemed to be coming from the front right and front left speakers. I could be remembering wrong, though.

leave it off is normal unless you have mixed surround matrix into your stereo mix (prologic) , which is not so easy with vegas.

Pro-logic is outdated as far as I know, used in cases where the source media can only handle two tracks but surround is desired like VHS, or maybe on a PCM DVD... I assume that if you want surround, the best bet is to make a 5.1 project, right?
