After a long struggle I have finally been able to make a SVCD (PAL)
I know it’s not DVD however I am rapped.

I used the standard VV3c SCVD Template, with the quality set to Max.
Then using Nero 5.5.9.0 made a SVCD
Nero accepted the file straight off without a glitch. The only thing I found is that I needed to leave a few seconds at the beginning and at the end of plain black footage.
