SVCD Authoring/Burning

I've had success encoding DV to MPEG 1 by using "save as" "MPEG" and using the VCD template provided by Ligos' template provided with the MPEG plug in. Then taking that MPEG 1 into Nero Burning ROM, dragging&dropping it on the track list and Burning a cd-EASY! How do I make an SVCD? There is no template. If I use "custom" under the MPEG format then choose MPEG-2, 480x480, bitrate-2472, audio-stereo, bitrate-128, 44100HZ, when I go to drop the file onto the track in Nero, I get a "stream encoding invalid for (S)VCD" ;"Proceed anyway or re-encode", meaning I have to buy their MPEG encoding Plug-in. What makes the stream valid? What am I missing here?
If I encode in TMPGEnc to MPEG-2, I don't get this warning. (I know, I know, THEN JUST DO IT IN TMPGEnc ALREADY) But I'd like to do it within Vegas if possible, rather than the extra steps. Plus what's the feedback; who's got the better looking codec, TMPGEnc, or Lygos? Additionally, TMPGEnc's plug-in expires every 30 days and you can't buy it yet, and I already own the damn Lygos plug-in.
Finally anyone know of a better/easier authoring program/process with menu than Nero?

been down that road. stick with TMPGEnc is my advice. The quality difference is obvious in many types of content. TMPGEnc wins.

What do you recomend rendering to so that you can rerender in TMPGE.
I have found some good info on making xvcd at 2500bit rate that look as good as svcd with less space.
Since vegas/ligos havent got it yet that people want some freedom to set there own bit rates im stuck renering & rerendering in a real mpeg incoder like TMPGE.
