SVCD - Field Problems?

I recently tried to make a SVCD using Vegas and Nero, the CD played well on the PC, but on a stand alone DVD player (C-Cube chipset) it would play it but the bottom half of the image would jump (field skip?) I assume this is a problem with the field setting somewhere, When I look at the video on the PC it actualy looks more like progressive scan althought the original video is PAL DV, can someone help me with this? Maybe I am messing up the setting some place? What should the field settings be in order to preserve the fields on output? and is there anyway to verify though Vegas which field REALY comes first? I still have problems with my SVCD the recommendations you made didnt make any difference, I still have the bottom half of the screen jumping around while the top half is showing great, I tried encoding the source with TMpeg, same result. :(
