What you describe is called 'nesting' and is a Vegas Full feature only. VMS does allow to open a project, select all, and copy, and then paste it i another project.

I would like to join 2 projects together (2 video imports that have been edited down into 2 segments already) but I am not at the point where I am ready to render and then burn together in one DVD. I still have work to do on both pieces but I don't want to re-edit what I have already done

I'm not sure I understand what the problem is. When you are finished editing both, just render one out .. then insert that rendered file into (or before, or after) the second project. Then render that combined project/file out as a finished project.

I have VMS 9.0b. If you open 2 instances of VMS, each having a different project in it and in its own window, you can easily select the objects you want to copy, Copy them to the Clipboard, change to the 2nd instance window, place your cursor where you want to insert the objects and then Paste the contents into the project. I just did it so I know it works.
