I suggest clicking on "Show me how". The "Text and Backdrop Tutorials" probably have the info you want.

put the text on the track above the video and make sure the backround is transparent
which is the default if I recall.

The text background is transparent, so just place the text on the track above the video. Nothing more complicated than that!
