Place a generated media event on track 2 with a solid color of your choice. Use Track Motion to resize, shape, and stretch it to fit behind the text.

Also, use the slider on the left edge of the generated media properties box to set the degree of transparency for the box. This will allow some of the underlying video to bleed through the box should you want this effect.

One more way, assuming you just want a basic colored box, is to add your text with a background color (instead of putting generated media on a separate track). Then open Pan / Crop for that text event and use that to limit the area shown. Use the regular Position tool if you want a rectangle -- be sure to set both Maintain aspect Ratio and Stretch To Fill Frame to "No." Or if you want a custom shape, use Bezier masking.

Then use Track Motion to move your text where you want it on the screen.

By the way, what you're creating is called a Lower Third. Do a Google search for that, and you will find tons of tutorials on making some good ones (and probably some bad ones, too).
