The clue here, is to put text on the track above the video track. In this setup Vegas deals with the uppermost track first.
So:
Track 1 Text
Track 2 Video
Another option for mutiple text manipulation:
Track 1 Text
Track 2 Text
Track 3 Text
Track 4 Video
You will notice the text "event", on the timeline, has a chequered background. This indicates that the background as being transparent. So, anything with a transparent background will appear to "float" over the track below - yeah? - Anyways, that's the way I understand it.
Select Media Generator tab (bottom left), than select "Text", drag it to a video track above the video track.
Back to the text dialog box, edit the text, postion the text, and change colors as desired.
Back to the timeline, put a fade/dissolve at the beginning and end of the text, than drag a transition, to the dissolve, to make the text do what you want.

You can also Right Click on the Video Track, and then select INSERT TEXT MEDIA.
As Grazie said, it needs to be on a track ABOVE your background video.
A bit more work, but I like to do the text and shadows in an image editor like Photoshop over a solid background, then key this in Vegas adding whatever motion. Not always practical (as with scrolling text), might be because I started working with stills before it was possible to make them move on a PC, but I like the results. Whatever you use, a small bit of blur often helps, and use subdued colors if you want your video to be displayed on a TV. Adam Wilt has some info here: http://www.adamwilt.com/Tidbits.html
