Vegas 5 supersampling with some sharpening filter may helps.
I use this feature for downloaded wmv to upsample to DVD size.

You could try the Denoise filter for Virtualdub, accessed via wax.
You can easily upsample VHS to High Def. Just don't expect it to look great.

You can clean VHS using various filters. I have posted on this before, including these threads:

My VHS Tape Restoration "Recipe"

Vegas Video Denoise for VHS

VirtualDub Filter Chain for VHS

These procedures will do an excellent job of removing the chroma aberrations of VHS. They can also help remove some of the "snow" noise that results from the lousy S/N inherent in the VHS standard. However, you can also do a lot of damage to the original if you try to "clean" the snow too much. The chroma reduction, by contrast, has very little downside.

Of course, if you are including this in an HD presentation, it will be the visual equivalent of fingernails on a chalkboard each time you switch to the VHS footage. You might lessen that impact if you put the VHS clips in a small window, rather than running them full-screen.

Pardon me for being a tad blunt here, firstly even if it was pristine SD, intercut with HD and shown on a system capable of displaying HD in all its glory it's going to look like c**p, believe me!
Starting off from VHS and oh boy.

But all that aside, the footage of the Olympics was shot in HiDef, have you considered asking the copyright owners for a HD dub?

If that sound a bit too much, I seem to recall you could buy a copy on DVD, still not going to come close to HD but a big step up from VHS and at least the guys who did the hard work will get a few cents for their efforts.

Much of the SLC Oly's were shot in HD, using Sony and Thomson cams. I dunno about the previous Oly's, I didn't have any involvement.
