I tried in legacy mode too. but same issue.

when i transcode it, its highlights expands.

i use VEGAS & Adobe Media Encoder for transcoding.

but nothing changes.

Any idea??

Do you have any ideas for what exactly? What exactly do you want to do? You can crop and pan in 100,500 ways (probably more).

Here is the behavior of a smooth pan-crop rotation. What's wrong with you? (You run an entire YouTube channel, which is positioned as Vegas lessons. It's you who should teach us here what and how.) :)

  • When I put your video on the timeline Pan/Crop struggles, there's severe lag with rotation.
  • If I change Properties rotation to -90º it rotates in Pan/Crop easily.
  • If I change Properties rotation back to 0º it still rotates in Pan/Crop easily.

Brother i am not a bug or error solver...

look at @Gid clip he send above. He also faced that lagging while normal rotation of PAN & CROP.

The last thing I would ever do would be to open an incompatible iPhone DolbyVision clip in Vegas.

Not supported in Vegas because corporate bridges were burned. Use a DolbyVision compatible conversion that reads the dynamic metadata.
