I did not make that video / menu, but it doesn't look too complicated.
Background video was probably composited in Vegas -- an upper track with wedding footage, a lower track with generated media. Open the Pan & Crop dialog for the upper footage and draw a bezier mask with feathered edges around the part you want to appear. (Or maybe even a cookie cutter FX with feathering.) Looks like he may have lowered the opacity for the upper track, too, because some of the lower track shows through throughout.
Render that out to a video and use it as the background media for a menu. The button styles are set to Text Only with highlighting set to Underline.

FWIW search on-line... Much of the time artists use canned (pre-prepared) video segments as backgrounds & overlays etc for everything from the youtube example to the intros on cable news, sports, and HSN. The companies that sell discs of this stuff often have free samples you might use, and some people just enjoy creating this stuff and give away their work -- of course be sure to read their usage rights.
RE: Guides... You'll find some searching online, but with DVDA there are so many ways to tackle a project not sure how helpful it'd be. I'd suggest looking for Vegas guides that might help with the compositing of the menu background, and once you have that, just read the DVDA help file and manual on placing your buttons.
