What do you expect in low light on A drone footage. Camera from drone are never meant for low light. If its to much noise for your taste, then you need to denoise via NeatVideo.

You can denoise it, and reduce the shadows to black but there still won't be much detail there. Most drone sensors aren't good enough for what you're trying to do. Maybe rent or borrow one of the higher end ones for night work.
