How big is the image? If the resolution doesn't match the video frame then Vegas will have to resize it and that can soften it. If it's much smaller than the video frame then Vegas has to stretch it and that can make it look very fuzzy or blocky.

if the image is too small in terms of number of pixels, you can't get it to look sharp. You may need to ask for a larger image, or else use the convolution kernal sharpen tool

If you are looking at it in the preview window, it might show up below par depending on the setting you have for the preview. It might be set to draft, or preview. This preview will not affect how it looks once rendered though.
