1. Create a template that has the bitrate you need.

2. Use one of several scripts (at VASST and jetdv.com and elsewhere) that will batch render all files in a folder.

By “hear back from VASST” he means that I agreed to write him a custom script that does what he wants. If the community feels it’s of some general value I will release it as freeware but right now it’s pretty specific to this one request.
