The best way to do that is via a script. Using a script you can have it easily change the length of all images to whatever length you desire and optionally add transitions as desired.

Would it also work if you did a Ctrl A (to select all) and then change your setting to desired new length?

I'm not sure this can be changed while the images are in the timeline.
But it allows, for example, 55 pics, each 5 secs, then 55 more pics each 7 secs.

No it won’t change the timeline images. Edward is right. The easiest way to do this is with a script. The Set Event Length and Crossfade script will do this for you. If you have never used a script before, I recommend reading: Using Scripts in Sony Vegas Software tutorial first.
