timeline selection/sliding

Im trying to line up video to audio and am able to hold shift to override snapping- but- how can I place the curser freely in the timeline? It seems like if I try to place it , say on the curve of a zoomed in audio waveform VV prohibits me from placing

Sounds like you need to turn Quantize to Frames off or one of the Snap to's.
