Title Safe/Action Safe Areas

I know that the Safe Ares play a major part when it comes to things done to be displayed on TV but is the same true for AVI's, MPEG's, MOV's, destined to be played via CPU?

No, watching out for the safe action and safe title areas is not necessary for video intended to be displayed exclusively on a PC.
