Not sure about the first question, but if you right click on the CD in My Computer, there should be an option to erase the RW disc.

On my PC, using XP Pro, I place a CD-RW in the drive, then open "My Computer".

All the various drives are listed - on my computer the CD Drive is Drive F.

I right click on this drive, and one of the choices in the drop-down menu is "Erase this CD-RW"

Selecting this opens a window entitled "CD Writing Wizard" and following the prompts erases all the data on the disc.

Thanks Peter. I use Windows 2000 and no options for erasing exists. What can I do now ? Is there a program capable of wiping the data ?

You probably got some sort of CD burning software with the drive. Almost any included burning software has an option to erase a CD-RW somewhere. You may have gotten something like Nero, EZ CD Creator, Veritas Write Now, B's Gold, or something like that with the drive. Any of these should be able to erase.
