I just got an email from Topaz Labs giving me a free update to their latest still image capture from program: Topaz Moment 3.0. This was my second free update as I only bought Topaz Moment 1.0.
Anyway, they finally seem to have got it right. This latest version is a modification of the public domain Windows Media Player Classic program with added still capture. It goes over a number of frames to reduce noise and calculate uprez lines better. Anyway I really like this one. It's the first one they've done that I actually prefer to a simple Vegas still image capture.
What I use this for is for capturing stills for use in the DVD box art.
