Tour line

Hi I am looking for a way to make something like this cool animated tour line in the bottom of the screen, Where you can see how long you are in the ride and it also moves.

Is is possible???

Vegas isn't an animation program, but there are plenty of free ones out there.
Once the transparent animation file has been generated, compositing it with your footage in Vegas is a snap.
