Yes, track motion affects the whole track.
You can apply motion to parts of a track by using keyframes.

If one assigns keyframes for, let's say, track motion and then one moves an event, can the keyframes be set to move with the event - or are they fixed just to their position on the track?

The thing that I always have trouble remembering is that the timeline in the track motion pop-up is the whole timeline. I use the sync to cursor feature and keyframes when using track motion to avoid affecting every event on the timeline.

I hope that Vegas 5 does a better job with Track Motion and Pan/Crop.

We already know that V5 has 3D motion. The 3D motion, the regular 2D motion/resizing, and the pan/crop motion/zoom should all be combined into one tool, and be usable at the event, track or media clip level.

I don't know the history that led to track-level motion or event level pan/crop, but it doesn't make much sense.

I should be able to take the whole frame, select a sub-area, and move, zoom and rotate it in 3D, all from the same window.

I can do this with Plugin-Pac 3D, but I would rather see it built in.

I edit tv programs and I think the current tools work pretty well...

I used to think the track motion was useless until I started finding needs for it, such as always having a logo on a certain part o the screen (and anything you put on that track will go down there). If I don't have a use for the track motion I just use pan/crop. Most of the time it does what I need it to do. :)

I we can't Copy/Paste the TM diamonds. Edward go "beyond" the last Diamond and they don't follow. In fact I'd advise others to "experiment" with the Auto Ripple function set on and off to get an understanding how it works to one's benefit. TM is great, but how about copying and paste TM Diamonds at the t/l?

Now if Nested Timelines could allow us to ensure that one set of Diamnods DIDN'T affect other stuff on the project . .. hmmm... Monday 19th eh? Can't wait for this Baby! . ..
