"Won't allow" is rather vague. Can you describe specifically what steps you are taking and what specifically is (or isn't) happening?

There's no setting i can think of that would prevent this. Auto-ripple might occasionally do some weird things if you're not expecting them and that might confuse the issue. Other than that, make sure it's an audio clip being dragged to an audio track in the blank area underneath the existing tracks.

Will Vegas let you put that clip anywhere else? If not, it's probably a corrupted or incompatible file.

Sounds to me like you're trying to add a video clip to an audio track.
Go to your menu bar and 'add video' track, then try it again.

It sounds like Tom is right. You can also right click in the timeline and click on add video track.

Vegas is different than many and powerful at the same time in that you can have your audio and video tracks grouped anyway you want. They can be with their pair or separated to audio groupings. You will have to look at the type of the track to tell.
