What you want to do is called "morphing," and I think it would be rather complex, if not impossible, to do it in Vegas alone. There is, however, a Vegas plug-in called WinMorph.

There is also a program called Morpheus Pro put out by ACDSee. You select two pictures or frames from clips and select the points that correspond to your morph. Then you can render it to an avi file for us in Vegas. There is a trial version available I think. The Pro version is the only one that can render to avi.

There are tons of morphing programs. Satish's WinMorph (already mentioned) works, but I find it very difficult to get the two images the same size prior to starting the process of lininig up all the points that have to match (whcih is the key thing to do in order to make agood morph).

I looked around and found a shareware program that is not too pricey ($29.95
for the basic version) and lets you morph two photos with relative ease. You
can find it here:

Fantamorph

There are many, many other morphing programs -- I just happened to like this
one.

Some morphing software lets you morph video as well, creating the effect
Michael Jackson made famous in his "Black and White" video over a decade ago
(remember Michael Jackson?).
