The transition time/speed is entirely determined by how far you overlapped the pictures on the timeline. If you want the transitions to all be, say, 2 seconds long, you need to overlap each picture by 2 seconds with it's neighbors.

I thought I had them all overlapped by the same amount (time) but I will go back and double check.
After I rendered the project they all appeared ok

Also keep in mind that, depending on the size and speed of your computer, the video you see in the preview window may not be indicative of the final rendered version of your video. The preview tries its best to keep up while playing back in real time, but sometimes it can't (due to complicated transitions, lots of overlying video, complicated text manipulation, etc.). So it skips frames to keep up.

I've seen this happen often with more complicated transitions...sometimes it looks like it simply says "to hell with it" and cuts to the next clip.

Try rendering a version of your troublesome video and see how the 'finished' product plays in, say, Windows Media player.

You don't need to overlap at all using the transitions like page peel. Just line them up and then drop the desired transition on each photo. You also have the option to select a preset of that effect or save a preset of your own. Use the same preset either default or a selected one and they should all be the same.
