You can;
Create a selection for the desired length, ie; 1 second, and fit the transitional properties into that selection, then move the selection down the timeline.

Go into Options>Prefs>Editing, and set a default still length, and while there, set a default crossfade/overlap length, and drag several stills onto the timeline at once, they'll all automatically have the matched length.

Use a scripting tool such as Ultimate S, StillMotion, or Excalibur (these are all paid-for options) which will allow you to specify transition lengths after you've got all your stills on the timeline.

Do any or all of these allow you to set the type of transition after placing on the timeline as well?

As I asked in another post - I would be great to see the highlights of Ultimate S and Excalibur compared and contrasted in a post (hint, hint).

Ultimate S has the ability to allow you to choose/create variable presets to drop on the transitions before or after they are placed on the timeline. For instance, if you wanted to create a special set of customized transitions, you could create that preset in US, and then use that for the transitional template. Or, you can use one already built for you, there are a few there already.
