Transitions & FX affect letterbox bars?

Is there a way to stop transitions (like Flash) and FX from affecting the letterbox bars of a project? The only way I have found is to use a mask on a separate video track, but it seems strange that the bars would be affected by these operations. Isn't that screen real estate supposed to be "off limits?"

It depends on how you've produced the letterbox bars. Are they a still picture on the top track? Need more info.

Sorry, that would help, wouldn't it? I usually just use Pan/Crop, but this allows the FX/transitions to affect the bars. If I place a mask on a separate track, the bars stay unaffected, but that seems like an ackward workflow.

If you are not doing tru 16 x9, but instead are just cropping the picture, then the whole 4 x 3 area is active video.

Use a mask on the top layer of video only (create a video track just for a mask, no video) and then all effects will be treated the same as the video.
