That's fairly easy. Just insert your image file on a new track above your video footage and stretch it to the desired length. You can shrink the image and place it at the bottom corner of the display using the pan/crop feature. Then change the Opacity (transparency) level using the Compositing toolset.

When using Photoshop, use a transparant background.
Then save your logo to Photoshop PSD and import the PSD file in Vegas Video.
When you then place it above a video track, you'll see the logo without any background.

If you want a logo that is semi-transparent through the body of the logo and you don't want to use the track fader for the transparency, create the logo in Photoshop with the a grey mask in the alpha channel. The amount of grey determines the transparency level.
