Eh? I'm confused. But, if you want TEXT to show ON TOP of your video then put the TEXT on Track 1 and your Video on Track 2. This is because the default for the Text's background IS transparent, and if you haven't done anything to change this, then this is what you will get.

.. but maybe I've not understood what you really want?

With text over video like that it is a good idea to add a little shadow (under "effects" in the text generator dialogue). this makes it easier to read against a varying background.

For an exciting effect: Experiment with large text using a bold face font, give it a very thin outline (also under "effects", but use no shadow this time). Pull the text and the background between solid colour and full tranparency. You will see video through text, text over video and outline text over video. All this you can control with keyframes, to make the effects change gradually. With several tracks of text working together you can get astonishing results.
