Have a look at the 2 links given early on and see if any of the advice given there works. Note that the problem is likely caused by Intel drivers on your computer, so make sure that you have all the latest driverts installed, though the advice in the above is to remove the Intel drivers.

The later advice given in that article does require accessing Vegas Pro's internal preferences, but if Vegas Pro won't open, then that's not going to help.
