Trouble with video layers, Vegas 11

I hope this makes sense! I have a video that features a checkmark effect. A list of US states with check boxes scroll up the screen and checkmarks appear in several of the check boxes. I used the cookie cutter on the top most layer to create the effect of the boxes being checked. The problem is that the check marks are displaying behind the boxes despite being the topmost layer. I want them in front of the boxes. The State names and check boxes are labeled names. Here is a screen shot to show how I have it set up:

Here is a sample with a test map background. Hopefully you can see that the check marks are showing behind the boxes rather than over them:

Any thoughts?

My suggestion would be to not use Cookie Cutter, but instead use MASK.

But that being said, then you try changing the METHOD box?

You got my attention and curiosity.
I'd love to see your .veg file to see if I see the same thing on my system.

Hi jp

What compositing mode is track 1 set to (little green squares on far left of track header)? Looks like it's something other than Source Alpha. How did you create the ticks? If created in a CG, such as Sony Text or Pro Type Titler, alpha channel will be present, and the best option. Created in other graphics program, you need to ensure alpha channel is saved with the file.

Hope this makes sense, and I'm not telling you what you already know.

Thanks to advice above, I got the checkmarks on top of the checkboxes.

NEXT MISSION: I want images to pop up as the map pans, but I want them to stay planted where they pop up on the scrolling map. Possible? I couldn't figure out where to do this.

Here's the latest render:
