Well, you could put the video on 1 track, then put the same video on a track below it and offset it from the top track by a second or 2, then make the top track slightly transparent so you can see the track underneath, or do a parent-child thingy and get some cool effects. I think this will give you the effect you're looking for.

still popular is sizing down your main track against a composited background or even the same clip playing against itself. What has been suggested is almost a ghosting or trailing effect. Motion blur can give you this but not so much 2 seconds behind... with Vegas 5 you can now mask out your skateboarder and have him skating against another background.. possibly even a blown up image of the same clip.

I thought that the 2nd video track would not be seen is this instance because the top track would have priority. Am I wrong?

Look for "parent child" and "masking" in the manual. The various tracks can be merged together in countless, intriguing ways.
