I seem to remember reading that VLC has it's own built in codec set (which is why I found it could play some old mjpeg video I had that no other codecs were able to handle (from Rainbow Runner)) so using VLC as a test to see if the codecs are installed in your system may not be valid.

My suggestion would be to download a trial version of another NLE, suggest Movieplus from serif.com. Open AVI in this program, then save / export file to an AVI for opening in Vegas.
Not a particularly elegant solution & I'm sure others on the forum can suggest other software to efficiently resale into a workable loss less format, but that's what I would do.

VLC can transcode. It doesn't always work but sometimes it does.
